The Open Access Release has now commenced! The servers are now open for good. No more open server weekends. You can play to you hearts content 24/7, 365 days a year.

Unofficial recommended requirements for LoE (taken from my experience with testing the game over the years):

4 GB system RAM
Dual-Core CPU with hyperthreading (example: Intel Core i3)
OR quad-core CPU (Examples: AMD Athlon II X4/Phenom II X4, Intel Core 2 Quad, Intel Core i5/i7, AMD Ryzen 3)
Dedicated graphics card with 1 GB of graphics memory
Direct X 9.0c or Open GL 2.0 Graphics API
5 GB of storage
