How do you monitor that many games? The issue with that is that people/players who decide they want to be referres eventually get bored or develop power-trips. The entire point of Anti-Cheat programs came from having an automated, safe way to make sure people don't cheat (because the community isn't mature enough to play by the rules).

Free to play leagues (like CAL) are definitely a necessity, and that's why we founded IGL. We're new, and we have tons to learn, but we do fit the bull.
