I suggest having some form of weather template.

An example would be;

Time - 0:00 AM/PM
Area - Example Town, USA
Severity - Major Thunderstorms, Minor Showers
Duration - 0:00 AM/PM to 0:01 AM/PM
Picture - Post a link to a weather image for your area. (Pictures sometimes help users understand what kind of storm is occurring)
