No. Apex was originally created to be an "elite" division mainly for investigation. Pain and I created it for this reason..

Apex in my opinion should be like the SHADOW squad, limited with numbers but can get the job done.

just my two cents but isn't apex the intelligence division? seems kinda important why not just put a cap on it instead like only five or so members. if i remember right in soviet's lore, he said very few apex units were in a city at once anyway

I think they would be cool to have and I love RANGER, but I would have to say in the beggining it should just be GRID, HELIX, and UNION. Maybe add APEX and RANGER back after the population grows some, as they really aren't critical divsions.

I think if we do bring the server back everyone in the CCA should start from the beggining again, we need to let the admins choose who leads what and the rest of us should just work our way up again.
