In singleplayer it says "Carter Addon Pack Error" and i can't spawn everything and it says i must download the Carter Addon Pack from the website but on the server everything works.

Yes it is offline for some unknown reason. But you can use workshop version of Carter Addon Pack (http://v1.steam.hlxgame.cc/sharedfiles/filedetails/?id=180077636) just press "Subscribe to All". And it will start downloadingbut when you launch gmod.
