That's a TF2 bug, only map-placed dispensers can be made unsappable by the Red-tape (I think)

Aight i have a prawblem
For the past month every time i try to connect to a server in tf2 it says "Steam beta must be running to make use of find servers". Meaning i can't connect to any server in tf2, or even look at my items... I guess it thinks my tf2 isn't associated with steam before. Uninstalled, reinstalled, googled and all that crap, just wanna see if anyone here has a solution.
