For the US, pop in around after 2pm -4am, I always find players around this time.

Late answer is late, but you could try installing Source SDK Base 2006 from Steam Library -> Tools, then restarting Steam. Maybe you have no Source 2006 engine games installed.

i did installed it even the patch,but it doesnt shows in my library x_x ugh

Install the client from http://www.moddb.com/mods/neotokyo/downloads/neotokyo-client-07032009 to your sourcemods directory. Then patch it with this: http://www.moddb.com/mods/neotokyo/downloads/nt-client-patch-10232009 .
