The short answer is: no.
Italy is requiring people to show the Green Pass (a proof of negative test in the last 48 hours or vaccination) to have access to an increasing number of services, although this is illegal under the EU Regulation 953/2021 Article 10, subsection 3.
With that said, as for now, without this certification you shouldn't be allowed to use public service transportation between two or more regions, airplanes, to eat inside any public place (unless you consume at the counter, in this case you're not required to have any certification), to access museums, concert halls, theaters, cinemas, swimming pools, gyms and universities. At the present time you can still use local transportation without showing the Green Pass but things may change in the future.
Bear in mind that all of this is illegal under the EU law, by which Italy should abide.

Hello, I'm flying to italy for an international project in october. I have a question about vaccination. I will not be able to vaccined on time because I have a slight cold at the moment. I'm going to do a covid (antigen) test and here's my question. Will I be able to function normally with it (enter shops, bars, etc.)
