You can invite folks who are online, but that is not a very good use of effort. Posting announcements and using the chatroom are much more smooth ways of getting it done, because anyone who is not at their computer or not interested won't respond to it.

remember that idling is still a major pasttime on tf2, so as far as real hours i'd say it's not too far from the same.
