While they weren't specifically "hacked" per say, the program itself is considered a hack/virus, and not just some phishing link

Actually, since its believed to be this: https://www.securityweek.com/malware-distributed-steam-chat-scr-file , it is a hack. A program downloaded to your computer that executes a process which hijacks the users computer and sendAs messages with the intent to hijacking other computers. A phishing link is only when the user purposely inputs their steam info in the belief they were logging into a website similar to steamcommunity or related.

Hack - "use a computer to gain unauthorized access to data in a system."
Phish - "the attempt to acquire sensitive information such as usernames, passwords, and credit card details (and sometimes, indirectly, money) by masquerading as a trustworthy entity in an electronic communication."

If there's a difference, it's a very fine line. End result is the same either way. Someone
could just as easily download an .exe that's for a supposed Flash game, open it, and it
would install and run programs to acquire sensitive data in an unauthorized manner.
As a computer was used to create the program, you could say it was an extension to
gain access to the system itself.

Regardless of if they did it knowingly, unknowingly, forced to, or on their free will.

But I digress. Semantics.

Skiver was not hacked. Doc was not hacked. No one was hacked. Everyone involved went to a phishing link unknowingly on their own free will.

I got hijacked but I'm fine now. So far I don't see anything lost (someone set up a trade for my entire bp but I cancelled it).
