Half-Life 25th Anniversary Update now has func_vehicle support for mod makers :

Incorporated func_vehicle entity support from Counter-Strike, for mod-makers to use. Full SDK update will come later, but level designers can use it now.

Remake of ka_roadwars (with gun room) is available in the Workshop! It's called ka_roadwars_v3. No func_vehicle but vehicles are driveable and damage other players.
