Fixed Medkit Config

Yes, the CONFIG was 'broken', but the SERVER wasn't, and never has been (except when ♥♥♥♥♥♥ vpk system sux). It's always worked fine.

Yes, it was me who messed up the config intentionally, not venn. I set the scoring for medkits up by 0.1. Laughs were had, stop taking it so serious.

Anyways, it's fixed now. Scoring is normal, config is set to have medkits at the start, but no random ones. Also still no tier 2 because I'm a ♥♥♥♥♥♥♥♥♥♥♥ and because tier 2 is 50xeasiermode and infected are useless.
