The reason behind these punishments seems to be that the users who generate many gift links are categorized as being traders, which breaks the Terms of Service of Humble Bundle.

By generating Steam keys, you avoid this situation by making it harder for Humble Bundle to track copies of their bundled games.

As a side-note, I hope that, by asking the buyer to activate keys on their account, we are not categorized by Humble Bundle as the worst kind of traders/resellers.

Yes. However, keep in mind that the group is new and small, so you have better chance to complete the split in the large group with 15,000 members for now.

The way I see this group with that in mind is that you can give priority to persons who are not trading games, and then maybe post left-overs in the other group, or wait for new members who would be interested in the left-overs in the future.

Afterall, having access to a wide audience and having access to undercover resellers/traders are big advantages when it comes to being able to close a bundle split. That is why I believe both groups can serve a purpose.
