Perhaps "inactive" is a better word.
To answer Anatolia's five day-old question, there is a list of community moderators which can be found on the main Steam Community User Discussions page. The reason many mods don't seem active is because they must moderate all of the forums, not just the Team Fortress forums.
Not that I assume that their lazy or anything like that. But I view Better|Off|Dead as the only moderator who does his his work unerringly & frequently. What does the other moderators usually do, actually? Said question has been in my thoughts for quite some time now.
