I have 111 members and still no one will join my servers, your server shouldnt start on account of members. More on account of group activity, comments and stuff. Post an announcement of random things and see who comments, you know that those who comment are watching the group, judge when to statr your server by that :)

i did that on my black ops 1 server i have a class with more health and damage that is only available to people in my group. As new people joined my server they asked about the class and i told them to join my group. You get 10 new people per day for a few days but then it declines abit.

For your garrys mod server you should grant special priviledges to people in your group. Maybe more cash or admin or something. But somethign to get people to join your group. You'll be at 1000 members in no time.

About the GTA IV online thing. The thread is locked so i couldnt comment there. I thin kyou do need a windows live account or maybe rockstar account. GTA IV is a game that uses windows live. To play one of my games (bulletstorm). I had to make a windows live account just to play single player. Try makeing one and then loggin in with it.
