rule1.The Head of the Council will hold elections every once and awile.
rule2.The elections will happen only when The Head of the Council is on.
rule3.The Head of the Council will hand pick the first few positions then rule1 will happen after that.
rule4.The head of the Council will tally the votes/comments after the everyone has voted.
