Steam Client constant disconnect/reconnect
ISSUE
Steam Client repeatedly and constantly disconnecting and 2-5 seconds later, reconnecting.

It used to be every now and again this would happen and I was told that is Steam doing their update. But the increased frequency of this is unreal. Any where between every 1-10 minutes Steam will disconnect and "No Internet Connection" will be displayed at the bottom where "Manage Downloads" is. (Longer times are those moments where I didn't notice it.)

I have checked my system, ISP, internet connection (ethernet), updates, drivers, the list goes on and nothing has solved this. Is there a file I need to delete or setting I need to set to disable the disconnects? Asking around, others have mentioned similar instances.

IMPACT: Gaming is not impacted too much. Depends when it happens.

Example: If I am playing Dead by Daylight and I am in the lobby, I get disconnected and kicked from the game. If I am loading into a match, and the disconnect happens, I get sent back to menu screen. However, if I am in the middle of a match, the reconnect is quick enough that Dead by Daylight doesn't register it as a disconnect. (I am assuming), I can continue the match. Will notice a stutter though. However, if it does take longer to reconnect I get kicked from the match.

Downloads and updates take forever with the constant interruptions.

OS
Microsoft Windows 10 Home 22H2 Version 10.0.19045 Build 19045

STEPS
1. Turn on computer
2. Open Steam
3. Wait

EXPECTED
Steam Client should not be disconnecting and reconnecting from the internet intermittently and persistently for any reason.

Steam Client should not be disconnecting from the internet for any reason, unless user chooses or a fatal system/application error occurs. Any updates to games or Steam Client itself that require a restart and disconnect, should be done at user's convenience or during user's downtime. However, I can understand this a little more though as long as its not frequent.

Been having this issue for the past 3 days now, did you ever figure out a fix for this?
Greetings, I had my router\modem (don't really know the difference) connected to another router, (I have two internet services in my house so I use a hub to distribute them when needed), just forgot to disconnect the cable router 1 from the hub, for me that was the problem, tried everything before remembering that.
