[Linux] all files in steam folder set executable, even non-program files

All files in ~/.local/share/Steam are set to executable on Linux by default.

There's no good reason for this, .txt and .json files do not need to be executable, they shouldn't be executable, it's a security and safety risk, and setting file permissions like this is considered very bad practice.

I agree. Unless a file represents a program, it should not be executable. I wonder if .exe files for Windows need to be executable under *nix (Linux, Unix) anyhow?
