With his vast stocks of food, water, and fire arms, his presence is an active threat to all military and law enforcement operations in the region. Representative Gardens got himself elected into office following the Anti-Vaccine scares of the late 20's, but as his attempts to get mandatory vaccinations pulled from US law have turned futile, he's growing increasingly desperate to protect his five year old son from his imminent doctor's appointment. STING has to apprehend him and the child before he can get arrange transport out of the United State.
