I often see people attacking guards and getting chased. Are they trying to amuse me, a beginner? Or are they on some kind of quest? I've also seen people being pulled towards guards by chain-like magic xD

I used MSI Afterburner to monitor the usage and power consumption of the integrated graphics and 4070 while playing a game, and the integrated graphics showed a power consumption of 30 to 80W even though its usage was 0 percent.
This seems to be the case with other Ryzen CPUs too, but it's a bit strange

Regarding ESO, yes, storage is an issue if the player decides to level up all the crafts. Focusing on 1 or 2 early on might be easier but there is an easy "daily task" available for each craft that rewards a bit of money and materials.
Yes, PVP is optional but there are some skills available from the PVP Skill Tree as well as the items from the PVP point shop.

PvP is optional and in a seperate area, it has some PvE options too and is an alternative source for players to get more house storage containers.
There will be a big update in June which might be a better time to start when they introduce a system for new or returning players. That big update will also introduce the ability to change 2 of the 3 skill lines of your class from other classes' skill lines. Roles are required for the difficult dungeon content but it seems the world content and story is manageable solo and there are a few NPC companions.
