Still want to use mods Offline?
Open XV2PATCHER in your Xenoverse folder and Edit the xv2patcher.ini with Notepad
Program Files (x86) > Steam > SteamApps > Common > DB Xenoverse2 > XV2PATCHER.
  1. Open xv2patcher.ini with notepad
  2. Under [Patches] find Offline_mode = False
  3. Change False to True
  4. Should now read Offline_Mode = True
  5. Save and Exit
