if you uninstall a game from steam , like scrap mechanic , and then you want to install it , you need to buy it again ? please answer

I have a friend and I still give him access to his games to have my own steam how can I stop him from giving me access?

If i were in steam workshop and i find an item that i am interested in and if i say "Yes, I do want this item in game" and if it is accepted into the game dose it give that item to me for free?
