I don't see the point in disabling announcements for everyone just because a few people spammed a couple of announcements that one time.
Revert it to how it was and kick the offenders next time they do it. The way it is now you absolutely guarantee less games.

When he uses announcements I can't know when a game is hosted. Missed one because of this.

You could use ANNOUNCEMENTS instead of EVENTS to prevent that.
