"Could Not Connect To Steam" error in the team fortress backpack, just in case others have this error, I'm posting the solution under the comments.
To fix this go into the task manager and look for hl2.exe, once you find it, right click it, and click "end process". Next time you open Team Fortress your backpack should be there.
