Faith without works is dead. Faith is not real without works of the teachings of Christ. Jesus is literally telling you to be a hearer and a doer. the "righteousness surpasses that of the scribes and Pharisees" is believing/practicing/teaching the commands of God and Jesus. The saints are those who keep the commands of God and their faith in Jesus

Most mistake Jesus rebuking the pharisees as don't judge/rebuke and teach when this is completely wrong. John the Baptist was called the greatest by Jesus and he was killed for rebuking the king. If you see someone transgressing God you should rebuke them no matter who it is unless of course you do the same thing. You see this type of behavior for instance in those who rebuke LGBQT but never rebuke someone for adultery like the nationalist who are christian that support Trump who never care about Trumps many ex wives and scandals
