It kinda worries me that a lot of people seem to think that Jet Set Radio is Jet Set Radio Future. I feel like it could hurt the sales of a JSRF remaster. :/

Look at JSRF inside blog. MAking JSRF playable on PC might be possible with that tool. Check out Revolution: Genesis on indiedb, these guys need help to make a game inspired by JSRF.
