Mentlegen, I found out a genetical mutation that can happen on any filly, during their growth inside the woumb. It consists in their failure to modulate speech volume and pitch, and very frequent mood swings whenever they attempt to express a concept.

Here's proof of this mutation, in this case, on a little yellow filly.

Notice how the mood swings make her do the opposite of what she says.

While the cause is not comfirmed, it's believed that the assumption of "Rainbows Mthfk 500" during pregnancy could be the cause.

We asked for the pharmaceutical company to stop distributing their products until investigation is concluded and the authorization to resume is given, but they aren't willing to co-operate.
