Relative Speed Mod issue fixed

The Relative speed mod is fixed to match the SD servers. I had to wipe and start from scratch loading one mod at a time. That means your admin promo will be wiped. I made Xterm and Shroud Owners so any three of us can promo folks.

Also fixed the permissions in the group so moderators and above can accept join requests.
