[What's new with this update?]

--Added Swat vehicle

--Removed emergency service vehicles from car dealer (was not able to create more than one car dealer so vehicle access would be easier for emergency response classes)

--Added new option for S.W.A.T, S.W.A.T Leader, and Medics to be able to spawn vehicles free of charge through the F4 Menu

--Created custom class for Savage(need to talk to you about some details in order to finish)

--Created Banker job, Banker job is a steam group only job meaning that players will have to apply to become this job. Banker can hold money for players, give money back to players, and give loans to players

--Created Repo Man job, Repo men can track down clients of Banker if loans are not paid back and collect the debt by any means

--Added lights to emergency vehicles

--Updated rules helpful information regarding emergency lights are located there now, Rocket Raccoon custom job rules added. Banker and Repo Men rules added. West side/east side gang rules updated.

--Added new handcuffs for police officers, although buggy(hands have no texture) they are very effective for resolving issue of players dodging handcuffs infinitely
