I made this mostly for myself to keep track of games that do this.
But if anyone else finds this useful then that's cool.

Curator review meanings:
Recommended: The game is built around usage based leveling.
Informational: The game is not built around usage based leveling, but at least one thing uses it.
Not Recommended: Usage based leveling was removed or people think it has it.
