Switched hosting service from GTX Gaming to Qonzer and thus the IP has changed.

I also updated the Meteor permissions.
Only the following locations will be SAFE from meteors:

Earthlike
Space
Moon
Alien

All other planets have periodic meteor showers

- Reduced Safe Zone power draw range from 5MW-300MW to 83W-5MW

I have disabled Meteor storms for Planets and Space, to avoid needing functional turret systems to be able to safely build anything without the risk of unavoidable destruction and loss of progress.
