First of all, that's not a weeb, that's just a pedo that likes near-naked anime drawings as you say. Second, a "Weeaboo" AKA "Weeb" is someone who is in love with the Japanese CULTURE which then uses it to act as one of them even though he or she is not japanese. The internet and the teenagers of today use the term "weeb" to insult someone which likes anime, which is TOTALLY wrong by the way... so don't get it wrong and actually research first instead of puting words in someone else's mouth. :)
