When doing that, this group here doesn't pop up for a strange reason and yes I did what you said. So no possibility to invite anyone from this group if he isn't in your friendlist. Maybe it's blocked for non-admins? Check permissions please.

Drag the chat window into the upper left-hand corner of your screen. When you click the gray down-arrow, use mouse wheel to scroll down the very bottom... that is where the groups are. There will be another arrow to include whoever is in that group (who is online.)

Took me forever to notice that option myself, and it was right there the whole time.

Inviting doesn't work, can't see the group at the drop down. Damn it steam. :/
