Well yet agian Boone, Samoa is a land of primitive screwheads, who can row a canoe but thats about it. They neither have the manpower or the will to control the lands out side your islands. So you can say that these Japeness realized that if they rovolted it would take a hell of alot of rowing to get back to Japan to stop the revolters.
