You can do both. For example, you can make the ruling Dynasty of a State. You can even do a character application for the State Leader and Head of a Dynasty, encompassing all three applications.

Dynasty is a linage of people that is a family, state/nation is....a state/nation that you rule.

What's the difference between state/nation apps and dynasty apps? Can you do both?
