Stacking units was ruled out because it isn't needed, you have a platoon of troops (10+) and they fight onto the end. As for lacking certain units there are still expanions being released to improve the game the way the developer wants it improved. If you don't like their way mod it. Civ 2 & 4 were awesome stacking units and the such but having to use platoons to outflank your enemy takes the war side higher for me rather than just using a stack of 50-70 troops to bulldoze your way around the map.
There are a fair few good features in civ 4 that could've been put in 5 but civ 5 does out perform 4 in things such as combat, economy, improvements, the UUs and the city defence system.
This is not a declaration of war – merely one of those annoying anouncments that pop up every other turn
By the way, your car was stolen, but as the thief tried to drive away it suddenly jumped into the water like a retarded step child and was run over by a pirate ship – grrr. Apparently it was suffering from a poorly design AI :(
