the population on different game modes is also depending sometimes. but for wanted, headhunt and assassination, you should find games pretty fast. (otherwise you might have some problems with your router firewall)

seems like you have to foreward the port number 1000 in your router firewall to solve your problem. because there are many multiplayer games running. if this doesent work for you also should try this out: http://forums.steampowered.com/forums/showthread.php?t=1810361
