Make sure you're /haletoggle'd on.

If you're not appearing in /halenext, it could be that your ping is above 150, which restricts becoming the boss.

Right now I go by 150 ping but I plan to test some other things (latency, etc) to see if I can find some common ground for teleporters cause I know sometimes ping seems to not affect people or be accurate.

I think I got something like that recently but download from any game launcher (PSO2 even crashed on launch) wouldnt work not just tf2. It fixed itself after 3 days so I cant help though.

The problem is that the GAME straight up don't download maps. (or at least maps from TF2Data or Lazypurple for the last screenshot). I don't find ♥♥♥♥ in the map folder or workshop. Here's the screenshot when i try to download from TF2data. http://imgur.com/ycdoDTj

It would say your map differs if that were the problem.

Try deleting cp_no_mercy_b1 in your maps folder sometime it does that when the download ♥♥♥♥♥ up and you need to redownload it

Also that seems to be some other server's problem, TF2Data has no such map running.

Missing map means the server you're trying to join doesn't actually have the map on their download server - it's missing on their side and thus nobody can join.

At what point does the download fail?

download settings was "download all custom contents", being trusted application in firewall didn't work.

I tried literally anything i can on the internet (like switch default browser back to IE) and no solution rip

About your map issue, did you check your Esc>Options>Multiplayer for download settings, and firewall settings?
