This is nothing new, it is seen before, require you have knowledge in faulthy finding, its call back to basic, to test pc with minimum requirements, as i said er other have education and decads of knowledge in this. ( a life time in test and proof something, even ford mass prodution idea , you have 1 pc that dont work and 9 other that do. ) every idea in what pc has a issue or not is a clue.
even reset OS and reinstall steam, and asap test steam for interference issue, we other learn this way before steam was a thing on win3,11 even.
gl understand and proof its steam that cause this.
( yes we know it sounds crazy, but try understand proof its steam or other product that is the cause is part of faulth finding. ) its also part of logic, you try proof something.
i know its not pretty, thats the hole point.
but you forget it work for so many other pc, then you can see the truth in this.
I'm using Window 11
Failed solutions:
-Restart PC
-Uninstall Steam and install again

+I tried to enter AppData > Local, then delete Steam folder.
+My Compatibility mode doesn't have window 11 (I don't know this really a thing).
+He showed his Task Manager having 'Steam Client WebHelper' and 'Steam (32 bit), mine only have 'Steam' with 0% CPU consuming.
-I tried to check the only log file 'bootstrap_log.txt' after I reinstalled Steam (there are no other logs exist) and didn't see an error.
-There are some posts talking about this issues so I tried to disconnect my bluetooth controller but it didn't work
There is a weird bug from my PC when I try launching steam where it also shows 0% CPU usage.
Which has now worked but you will need to remove the controller if you won't see your steam client which means it crashes.
And ppl form DOS age know app fromthat time was defaul admin rights, and thats actual a problem with users rights.
No ppl in right mind will use past DOS folder creation if they knew this, and NO i cant say this is relant want or not, no one i know will test this for you.
Its been this way a long time use recommandation of installation path suggest by apps
your problem now is steam is there and look like default because steam use that place as default.
be haapy we bother point it out, just in case this matters.

i cant say this matters but i bet you understand why i point it out.
And + reboot pc , not sure disconnect it and restart steam is enough. ( also i think OP idd this, but again every detail matters here. ) its not funny have client that dont start and none knows why it do so, other then i and other have seen this before in the past.
dont forget old faulth finding rules, back to basic have minimum of device needed to get pc and steam up and runnign as test. ( i did not came up wit this its part of faulthy finding. ) thanks to all other that did this, or where ever it was we read about it. though education or knowledge make from other users or experience, this is years ago we did such under win3.11 and apps was made by programmer monkeys that did not follow MS standard. and BSOD yes that why we learn all this crap happend and yes we was bad to faulth finding back then.

Anyway, I removed steam and installed it again on default path, the log is still the same
EDIT: I suddenly noticed that there is a controller RECEIVER plugged in my PC (it was no longer work, I just keep it there and use bluetooth mode on my controller), I unplugged it then open Steam again, it successfully opened like slapping on my stupid face.
Ask whatever product support what is going on here, or find othe product that dont seem to have such issue.
ps.
i know it was just a reciver, point is system see it, steam just see the system with it, and now it has cause issue with it.
ps.
and what you will do about default installation issue still your choise, i can only point at we other do not use "Game" folder unless its a dos games.
You can find many past forum with do not give app admin rights, unless them old admin right dos games that require it.
dont forget this is so many years ago then we get past 8,3 and longnames, this is why it so hard to google what they did in the past with past issue.
