You might want to clean up your Windows registry. Check also if you have Administrator rights when deleting 'hidden' files. Usually, it is enough to uninstall the Steam folder (backup your 'common' = game folder first!).
The trouble you have might have to do with Steam client now using Chromium. Chromium can cause some issues. I had that when Steam was updating the client on my Linux machine, a few months ago.
If nothing helps, try creating a 2nd Windows (local) user on your machine. And use that 2nd Windows PC account for installing or using Steam. After Steam installs successfully, you can delete the 2nd Win user and use it with your regular Windows account. (Not sure, if this will work, though).
