Are you asking for the IP holder to bring their games back to Steam?
Contact the IP holder. No on on the forums or Valve can make it happen, especially with a specific title like Wolfenstein 2009 that is not considered cannon and was originally kicked to the curb by Bethesda, even though Activision published it for Raven Software. They're all under Microsoft's rule now, including the IP.
Games that are no longer for sale, are still tied to a user's account and downloadable and playable.
Why would they give a refund when it is only no longer for sale?
