Person Rollback
Recently I've been experiencing a problem where I often have to think twice before breaking something in my setup, precisely because of these rollbacks. These are the ones where you're moving and it freezes in place, constantly returning to a specific point.

I've already checked my internet connection, it's not that. I've checked my ping and ping, and it's not that either.

I've tested it on other servers, and it also happened.

What could it be?

I mean sounds like either your have a TON of latency, or your ISP is dropping packets like hot cakes
Yeah, if latency or bandwidth don't seem to be the issues, lost packets would seem to be next on the hitlist. Your ping might be fine, but if enough packets get lost along the way and need to be resent that will at least double the amount of time it takes to get info to the server. Which in games might look like what you're describing or unexplained latency with any number of actions (practical latency, not the ping ms)

And lost packets, unstable connection, etc can be a bit harder to detect via speed tests or internet activities that aren't as sensitive to lost packets. A website might take a bit longer to load, you might not notice that. But in games where imprecision is very visible, of course would be noticeable.

So I would look into some more serious network tests, it would be a bit easier to address issues with your ISP if you could point to something concrete too. That way you're less dependent on the cable guy to troubleshoot and possibly misdiagnose the issue too. Or avoid time consuming "fixes" like swapping out the modem, if that's not really the problem.

??
https://winmtr.net/ -- haven't used it personally but it looks like a good tool to start troubleshooting this.

you don't specify if it's all games as well. (do you play different games?)
if it's in all games, then, it's you, or ISP. most likely ISP tbh. home network setup is most likely fine unless 1) you already changed something (which you should not have), or 2) your ISP requires certain settings on your part, and you have not conformed to those.

I often have to think twice before breaking something
well, maybe think three times. cuz smashing stuff isn't going to help. kinda sounds like something is already "broken", and u want to break more?

it's not smart.
