With the physical gift cards, you can only redeem gift cards for your currency.

There's your problem.
Your trying to redeem a gift card thats for a different region.

Steam prevents users from redeeming physical gift cards from different currencies than their current set store region.

Don't change your region just to redeem a card.

That will get you in trouble for trying to game the system.

Also, you have to prove you actually live in said region too by providing a valid mailing address, a local payment method, and verify said method via a purchase with that regions currency via that external payment method.

And region changes can only be done once every 3 months. So you would be stuck with a different region for a while before being able to swap back.

So if you have a physical gift card for a region that you don't live in, you are out of luck.
