as the title says, is the game capped to 60 fps like the demo is or can you choose higher frame rate in the full game?

I'm really confused about about the title. All my characters have level 10 hearts. I tried to talked and chose their favorite answers many times, went on Sout mission with them, but still got no max friendship achivement. Is there anything I miss? Thank you for help....

I was hoping to pick this game up during the black friday sale, but noticed that it wasn't discounted. Would I have better luck waiting till the Christmas sale or does this game simply not go on sale anymore? Thanks!
