Exiting and starting it again seems to get it unstuck, but I figure there's some weird network issue with the server.

Sounds like a skill issue.
Switch to a flamethrower with airblast or practice more with the phlog.

Sounds like a server issue on Valve's side.
Odd that you are the only one experiencing it so far.
Hard to find out if its regional(weather issues) until a second person with the same issue chimes in.

Also sometimes the border color of an item hides what the item really is, as it can also be renamed "Unusual" rather than that being a description.
