If the entrance mentions a 'gratuity' and you still eat there thats on you.
If its mentioned on the menu but hidden thats on you but don't ever go back.
But if you see it and still eat there then you deserve to get robbed, because thats what it is.
Its mandatory tipping, and at the rate they specify. If they paid their employees proper wages gratuities and tipping would both disappear.

It depends what time limit the mods think is necroposting. I've seen them take down a week old topic while letting a multi-year one continue, yet other multi-year topics get locked when its only been a month. If you can catch a mod to ask them what their cutoff is that wouldn't be useful as they all have different ideas and therefore anything can be called necroposting.

As for the increased activity itself, some script kiddies probably just discovered the Steam API and they're making themselves known.
